Savings of validity of acts and proceedings.- No act done or proceedings taken under this Act shall be questioned merely on the ground,- (i) of any vacancy or defect in the constitution of any Authority, or (ii) of any defect or irregularity in such act or proceeding not affecting the merits of the case.
