Powers of the chairperson.- (1) The chairperson shall have powers of general superintendence and directions in the conduct of the affairs of the Council. (2) The chairperson shall, preside over the meetings of the council as well as exercise and discharge the powers and functions of the council as are vested in him in accordance with the regulations.
