Vacancy etc. not to invalidate the acts and proceedings of the Board.-No act or proceedings of the Board shall be invalid on the ground merely of the existence of the any vacancy in, or defect in the constitution of Board or any defect in the appointment of a person acting as the Chairperson or the Vice- Chairperson or Member;
