Summary proceeding may be taken against persons about to leave the 1[municipal area]1.—(1) If the municipal council has reason to believe that any person from whom any sum recoverable under the provisions of this chapter is due or is about to become due, is about to leave the 1[municipal area]1, the municipal council may cause a bill for the 107 sum due or about to become due to be presented to such person and demand immediate payment thereof.
