Penalty for failure to file a memorandum.- Any Registrar who wilfully fails to file a memorandum delivered or sent to him or to make entries in the register as required by section 5 or section 6 shall, on conviction, be punishable with imprisonment which may extend to three months or with fine which may extend to five hundred rupees or with both.
