Appointment of Chief Executive Officer and other officers.- (1) The Government shall appoint such person as in its opinion has the qualification, experience of and capabilities for development, operation, management and administration of ports and Inland Water ways specified in the regulation to be the Chief Executive Officer of the Board. (2) The Board may create such posts and appoint such other officers and servants, as it considers necessary in accordance with the regulations made in this behalf for the efficient performance of its functions. (3) Notwithstanding any thing contained in sub-section (2), the Board may sanction the creation of or appoint any person to any post in accordance with the schedule of the employees of the board prepared in terms of section 18 (2) with the previous approval of the Government. Provided that no person shall be appointed as a Pilot at any Port who is not for the time being authorized by the Board under the Indian Ports Act to Pilot vessels at that Port.
