Regulation of fishing.- No person shall unless he is authorised by a licence under this Act.- (a) capture, whether alive or dead, kill or destroy or attempt to capture, kill or destroy fish with chemicals, explosives, poisons, poisonous weapons or noxious materials; (b) capture whether alive or dead, kill or destroy or attempt to capture, kill or destroy spawn, fry fingerlings, juveniles or breeding in any kind of fish.
