Powers of State Government to make rules.—(1) The State Government may, by notification in the official Gazette, make rules to carry out the purposes of this Act. (2) In particular and without prejudice to the generality of the foregoing power, such rules may provide for or regulate the following matters, namely:— (a) the exercise by any officer of the Home Guards of the powers conferred by section 5 on the Commandant and the Commandant General; 1[(aa) the qualification and procedure for selection of Commandants under sub-section (2B) of section 3 and the terms and conditions of their appointment.]1
