Disciplinary action against Commandant or the Commandant General.—The State Government may at any time, subject to such rules as may be prescribed, dismiss, remove, suspend or reduce to a lower post or rank, any Commandant or the Commandant General, whom it considers to be remiss or negligent in the discharge of his duty or otherwise unfit for the same and may order the recovery from the pay or allowances of any such officer of the whole or any part of any pecuniary loss caused to the State Government by his negligence or breach of orders.
