Cognizance and trial of offences.- (1) No court shall take cognizance of an offence under this Act except on a complaint made with the previous sanction of the Authority by such officer as the Authority may authorize in this behalf. (2) No court inferior to that of a Metropolitan Magistrate or a Judicial Magistrate of the first class shall try any offence under this Act.
