Commissioner.- (1) The Commissioner shall be appointed by the Government. (2) The Commissioner shall be an officer not below the rank of the Secretary to Government. (3) The Commissioner shall hold office for a period of two years subject to the pleasure of the Government and may be transferred by the Government, as may be required for the effective administration of the City Corporation. (4) The transfer of the Commissioner, shall be made by the Government.
