Entrustment of management and handling of solid wastes and billing and collection of charges.- (1) Notwithstanding anything contained elsewhere in this Act, for the purposes of management and handling of municipal solid wastes and Construction and Demolition waste for development of infrastructure, if any, and for collection, storage, transportation, processing and disposal of such solid wastes and construction and demolition waste, user fee may be levied, at such rate as the Corporation may fix, from time to time. Such user fee shall cover the costs fully or partly, for management and handling of municipal solid wastes or construction and demolition waste development to infrastructure, if any, for collection, storage, transportation, processing and disposal thereof. (2) The City Corporation is also empowered to impose penalty for violators of provisions of Solid Waste Management Rules, 2016 and Construction and Demolition Waste Management Rules, 2016.
