Prohibition to enter the City.- No person who has a dangerous and communicable disease shall enter the City from the date notified by the Commissioner without a certificate from a medical practitioner of such class as the Commissioner may authorize stating that such person is no longer likely to produce dangerous disease by contact or near approach.
