Application to construct or re-construct building.- (1) Any person intending to construct or re-construct a building, shall send to the Commissioner, as per area sought to be constructed, an application in writing for permission to execute the work together with a site plan of the building site, floor plans, elevations and sections of the building, a specification of the work and such other documents as may be specified in the building bye-laws. Explanation. -'Building' in this sub-section shall include a wall or fence of whatever height bounding or abutting on any public street. (2) Every document furnished under sub-section (1) shall contain such particulars and be prepared in such manner as may be required under rules or bye-laws.
