Prohibition of construction without sanction.- No person shall construct any building or any structure of permanent nature or execute any of the work relating to the construction of building including addition, alteration or modification of an existing building with in the City Corporation Area, save and except in accordance with this Act and building bye-laws to undertake such construction.
