Wrongful obstruction of certain officers.- Any person who prevents the Chief Executive Officer, Executive Officer or the Secretary or any person to whom such officer has lawfully delegated his powers of entering on or into any place, building or land from exercising his lawful power of entering thereon or therein shall, 1[be punished with fine of rupees one thousand which may be extended to five thousand rupees.]1
