Power to make rules STATEMENT OF OBJECTS AND REASONS I Act 26 of 2015.- It is considered necessary to provide for the compulsory service training by the candidates completed Medical Courses and before award of Degrees or Post Graduate Degrees or Diplomas, so as to ensure availability of service of Junior Resident Trainee and Senior Resident Trainee in Government Primary Health Centres and Government Hospitals. Hence, the Bill. [L.A. Bill No. 31 of 2012, File No. Samvyashae 57 Shasana 2012] [entry 25 and 26 of List III of the Seventh Schedule to the Constitution of India.] II Amending Act 35 of 2017.-It is considered necessary to amend the Karnataka Compulsory Service Training by Candidates Completed Medical Courses Act, 2012 (Karnataka Act 26 of 2015) to,- (1) omit the concept of training and to retain only the compulsory rural service subsequent to the completion of graduate or post graduate medical courses before giving permanent registration; and (2) lift the embargo on award of degrees by the universities concerned to such candidates who have not undergone rural service. Bill No.25 of 2017, File No. Samvyashae 10 Shasana 2017] [entry 25 and 26 of List III of the Seventh Schedule to the Constitution of India.] 2 III Amendment Act 03 of 2024:- It is Considered necessary to amend Section 3, 4 and 5 of the Karnataka Compulsory Service by Candidates Completed Medical Courses Act, 2012 (Karnataka Act 26 of 2015) to,- (1) Restrict counseling and mandatory posting of doctors in the existing vacancies as specified by the State Government in the department and stipend shall be decided by the Government; and (2) Exempt from compulsory rural service of the candidates who are selected to Central or State Government Service. As the matter was urgent and both Houses of the State Legislature were not in a session, the Karnataka Compulsory Service by the Candidates Completed Medical Courses (Amendment) Ordinance, 2023 (Karnataka Ordinance 05 of 2023) was promulgated to achieve the above object. Bill No.18 of 2023, File No. SAMVYASHAE 28 SHASANA 2023] [Entry 25 and 26 of List III of the Seventh Schedule to the Constitution of India.] [Published in Karnataka Gazette Extra-ordinary No.45 in part-IVA dated:30.01.2024] IV Amendment Act 71 of 2025:- It is considered necessary to amend the Karnataka Compulsory Service by Candidates Completed medical Courses Act, 2012 (Karnataka Act 26 of 2015) to provide for,- (1) posting of MBBS Graduates even in urban areas who remains surplus even after posting to rural areas; (2) posting of post Graduates to community health Centres and other hospitals in rural areas also; (3) issuing conditional, No Objection certificate to pursue higher studies like PG and Super Specialty courses upon submitting an undertaking to fulfill the obligation of one year Compulsory Service, failing which he shall be liable for penalty and such other consequences as agreed upon; and (4) certain other consequential amendments are also made. (5) As the matter was urgent and the Karnataka legislative Assembly and the Karnataka Legislative Council were not in session, the Karnataka Compulsory Services by Candidates competed Medical Courses Ordinance, 2025 (Karnataka Ordinance 06 of 2025) was promulgated to achieve the above object. 3 This Bill seeks to replace the said Ordinance.
