Penalties for contravention of provisions of this Act.- (1) Any employer who contravenes the provisions of this Act or rules made there under or who fails to comply with the provisions of this Act or the rules made there under, the Board or the officers authorised by the Board in this behalf may, impose a penalty upon him which may extend up to ten thousand rupees for the first contravention and up to one lakh rupees for subsequent contravention. (2) In case of non-payment of the penalty imposed under sub-section (1) the same shall be recoverable as an arrears of land revenue.
