Power to make rules .- (1) The State Government may, subject to the condition of previous publication, by notification, make rules to carry out all or any of the purposes of this Act. (2) In particular but without prejudice to the generality at the foregoing provision, such rules may provide for the following, namely:- (i) the form of, and the procedure relating to the declaration, and the scales of deposit to be made under section 13; (ii) the procedure regulating the making of security deposit, custody and refund thereof ; (iii) the manner in which any cattle is to be disposed of ; (iv) any other matter which is to be or may be prescribed. 11
