Power to make rules

Power to make rules.- (1) The High Court may by notification and subject to the condition of previous publication make rules for carrying out the purposes of this Act. (2) A rule made under sub-section (1) may provide for imposition of a penalty not exceeding one hundred rupees for breach of any such rule and the authority which shall impose such penalty. The penalty so imposed shall be recovered as if it were a fine imposed by a Magistrate in exercise of his ordinary jurisdiction.
