Court competent to try offences under this Act and cognizance of offences.—(1) No court other than the court of a magistrate of the first class shall take cognizance of, or try, an offence under this Act. (2) No court shall take cognizance of any offence under this Act except on a complaint in writing of an officer empowered by the State Government in this behalf.
