Circulation and inspection of minutes.- Minutes of the proceedings of each meeting of the municipality and of the committees after they are signed by the presiding officer shall be circulated to all the councillors within seven days and shall, at all reasonable times, be available at the office of the municipality for inspection by any councillor, free of cost, and by any other person on payment of such fee as the municipality may determine.
