Keeping of minutes and proceedings.- Minutes of each meeting of the municipality and of the committees of the municipality recording therein the names of the councillors present at such meeting and the proceedings of each such meeting shall be drawn up and entered in a book to be kept for that purpose by the Municipal Secretary and they shall be laid before the next meeting of the municipality or of the committees, as the case may be, and they shall be signed at such meeting by the presiding officer thereof.
