Powers of Mayor and Chairperson – The Mayor and Chairperson shall for the transaction of business connected with this Act or for the purpose of making any order authorized thereby exercise all the powers vested by this Act: Provided that the Mayor and Chairperson shall not exercise any power which is directed to be exercised by the council and act in contravention of any resolution of the council.
