Certain persons not to sell or transfer timber.- No person, not being a landlord, a person A acting under the authority of a landlord or an officer acting under the provisions of this Act or rules made thereunder shall sell or otherwise transfer any timber obtained by him in the exercise of a right to cut timber in any notified forest, and the timber cut by him in excess of his requirement shall be liable to forfeiture by the State Government.
