Power to remove difficulty.- If any difficulty arises in giving effect to any of the provisions of this Act, the State Government may by order do anything, not inconsistent with the provisions thereof, which appears to it to be necessary or expedient for the purpose of removing the difficulty and every order so made under this section shall be laid on the table of the State Legislature: Provided that no such order shall be made under this section after the expiry of two years from the commencement of this Act.
