Powers of Police Officers in respect of certain offences on roads or public places.- (1) It shall be lawful for any Police Officer in uniform to take into custody, without warrant, any person who within his personal view, has committed any of the following offences on any road, public place or thoroughfare 1[within the limits of any municipal area,] causing obstruction, annoyance, risk, danger or damage to residents or passersby, namely:-
