Cognizance of offences.- No court inferior to that of a Magistrate of the first class shall take cognizance of any offence punishable under this Act or rule or bye-laws made thereunder except on a complaint made by the Managing Director of the Board or by the Secretary of the Committee or, by any other person duly authorized by the Board or the Committee in this behalf.
