In the event of the requisite number of members not being elect- ed under clauses (e) and (d) of sub -section (1) of section 4, the Govern- ment may fill up the vacancy or vacancies by nominating *the required number of registered veterinary practitioners and a person Sc nominated shall be deemed to be a member duly elected.
