(1) The Council shall carry out such directions as may be issued from time to time, by the Government for the efficient administration of this Act. (2) If any dispute arises between the Council and the Government, in connection with the exercise of its authority and in the discharge of its functions under this Act, the decision of the Government on such dispute shall be final. Power to supersede Council.
