(1) If, before the commencement of this Act, any person has established an institution or any institution has opened a new or higher course of study or training or increased its admission capacity, such person or institution, as the case may be, shall seek within a period of six months from the commencement of this Act, the permission of the Government in accordance with the provisions of this Act. (2) If such institution fails to seek the permission under sub-section (1), the provisions of section 19 shall apply, so far as may be, as if, permission of the Government under section 18 has been refused.
