(1) The Board shall meet not less than twice in every year and period of not more than six months shall intervene between two successive meetings. (2) The Chairman of the Board may at any time if the exigencies so demand, and upon a written request made by not less than one-third of the total members of the Board, shall call a special meeting of the Board, on a day not later than twenty-one days after the receipt of such request by the Chairman.
