A member of the Board or Governing Council, except an ex officio member, may resign from his office at any time by tendering his resignation in writing to the Chairman of the Board or Chairman of the Governing Council, as the case may be, and such member shall be deemed to have vacated his office as soon as the Chairman has accepted his resignation.
