(1) A prisoners panchayat consisting of five members shall be constituted as per rule 553. The members so elected shall elect from amongst them a Sarpanch. The panchayat shall be elected on 1st April every year and its tenure shall be one year. (2) The Prisoners Panchayat shall be empowered to deal with minor acts of omission, commission or misconduct of the prisoners as well as their family member. It may impose fine upto five hundred rupees or order the defaulter to do labour of common utility or curtail facilities available to such defaulter: Provided that such penalties shall be effective only on the approval of the Officer- incharge.
