(1) (a) The Superintendent shall forward the application of prisoners desirous and eligible for shifting to the semi- open air prison alongwith the recommendation of the Classification and Security Monitoring Committee to the Director General in the first week of January and July every year. (b) The Officer-incharge of the semi- open air prison shall forward the application of prisoner desirous and eligible for shifting to the open air prison to the Superintendent who shall forward the application with the recommendation of the Classification and Security Monitoring Committee to the Director General in the first week of April and October every year. (2) The Director General shall constitute a screening committee to recommend the names of eligible prisoners to be shifted to the semi-open air prison or open air prison, as the case may be, from the list. (3) The Director General, after examining the recommendations of the Screening Committee, subject to availability of accommodation, from time to time, shall order the shifting of eligible prisoners to semi-open air prison or open air prison as the case may be. (4) Preference shall be given to those prisoners who are artisan, barber, tailor, craftsman, doctor, paramedics, I.T professional etc. or have some skill or specialization in any field and the old prisoners shall be given preference over young prisoners.
