No convict shall at any time be employed and labour outside the prison walls or be permitted to pass out of the prison for the purpose of being so employed, unless and until the Superintendent shall have, - (a) sanctioned him being so employed; (b) recorded or caused to be recorded, on the prisoner’s history-ticket, the fact that such sanction has been given.
