(1) The prison premises shall be a closed area. An outer wall at least six feet in height and further having two feet six inches concertina wire on top of it shall be constructed around the prison premises. Watch towers at four corners may also be constructed for security and observation purposes. There shall be single point entry to the prison premises with sentry post and proper barricading. (2) As far as feasible, an outer wall at least eight feet in height shall be constructed around the residential complex of staff members. (1) The outer walls of every prison shall be rounded on top: cornices, projections of any sort or broken glass, which shall not afford a hold for a blanket or cloth. At every junction of a partition wall with the outer wall and at every angle in the outer wall, a sufficient addition shall be made to the height to prevent the possibility of any prisoner scaling the wall at these places. The main enclosure wall of a prison shall ordinarily not be less than twenty feet high and a clear space of hundred feet shall be left between it and any building on either side of it. (2) A second wall of similar architecture and minimum eighteen feet of height shall be constructed at every prison. The distance between these walls shall not be less than thirty feet.
