(1) Guarding personnel shall be divided in three categories namely Category A, Category B and Category C. At the time of special search of the prison, the personnel from all the three categories shall be present. (2) Category A shall consist of personnel who shall perform security, sentry (both static as well as moving), patrolling (with or without a weapon) and search duties. NOTE 1.- They shall be divided in three groups. Each group shall perform their duties in two (day and night) four hours shifts daily or one eight hours shift. NOTE 2.- The shift shall be changed after six days. (3) The Category B shall consist of personnel who shall perform duties of barrack in charge, gate keeper and his support staff, industry security in-charge, interview in-charge etc.. NOTE 1.- Except the personnel who are deployed for duties as barrack in-charge, all other personnel shall perform their duties in a single shift of eight hours NOTE 2. - The personnel who are deployed for duties as barrack in-charge shall be divided in two groups, one group shall perform duties in the first shift from lockout to 02:00 PM and second group shall perform duties at second shift from 02:00 PM to lockup. The personnel working in second shift shall also perform two hours patrolling duties in night as per roster. The shifts shall be changed after six days. (4) The Category C shall consist of personnel who shall perform duties of prison garden in-charge and helpers, outside gang in-charge, drivers, personal security officers (PSO), mess in- charge, in-charge duty roster and helpers, court duties, computer operators, office duties, welfare duties and other miscellaneous duties. NOTE 1. - They shall work in a single shift with a lunch break. NOTE 2.- They shall perform one night patrolling duty every week. (5) The Deputy Superintendent (Security) and the Assistant Superintendents concerned (executive in-charge of enclosures) together with the guarding personnel who are to go on duty in the morning, shall enter the prison together. (6) The Assistant Superintendent (Central Control Room) along with the guarding personnel before opening the barracks under his charge shall inspect the iron bars and walls of the barracks and ensure that there is no breach of any kind during the previous night. (7) The wards shall be opened and the prisoners counted out by the barrack. The Assistant Superintendent (Central Control Room) or Head Warder (Central Control Room) shall verify the number counted out of each ward in comparison with the entry in the lockup register. (8) On the completion of the morning parades, the prisoners shall be divided into their respective gangs, and responsible guarding personnel shall be placed in-charge of each gang. The responsibility for the charge of a gang shall never be divided between two or more guarding personnel. The strength of a gang working outside the prison walls but within the prison precincts shall not without the sanction of the Director General, exceed twelve prisoners. There shall be at least one head warder in-charge assisted by another warder for every such gang. In the case of prisoners working inside prison walls, each gang may contain as many as prisoners that can be conveniently 1380 HARYANA GOVT. GAZ. (EXTRA.), DEC. 30, 2022 (PAUS. 9, 1944 SAKA) and effectively supervised. Prisoners shall not be employed beyond the prison precincts without the special sanction of the Director General in writing. (9) The barrack in-charge coming on duty at the opening of the wards in the morning shall be relieved at 02:00 PM by his reliever, who shall remain in-charge until the prisoners are locked up and the night guard posted. (10) When guarding personnel is posted to the several gangs in the morning, the names of the prisoners composing each gang shall be called from the gang-book in the presence of the guarding personnel about to take charge, who shall verify the total by counting them. The guarding personnel’s name shall then be recorded in the gang-book and his receipt taken. Every long termed and dangerous prisoner shall be specially pointed out to the warder about to take charge of him so that a particular watch may be kept on him. At every change of guard, the number of prisoners in each gang shall be counted and in the case of gang outside the prison, the names of the prisoners composing each gang shall be called over. In large prisons there shall be several gang-books so that the rolls may be called simultaneously to save time. (11) All prisoners working in the outside gang, shall ordinarily return to the main gate, to be further sent to their respective wards for afternoon lockup. They shall again be taken out for work for the rest of the day during afternoon lockout and shall be duly handed over to the Out-side Gang (OSG) in-charge. On the cessation of work in the evening, the groups shall be collected and the prisoners in each gang shall be counted and verified by the Outside gang in-charge. (13) Out-side Gang in-charge shall keep a vigilant eye on the prisoners in his gang and shall not allow them to wander or go out of sight on any pretext whatsoever. He shall be personally responsible for their safe custody throughout the whole period of his duty. Guarding personnel assisting head warder, Outside Gang in-charge, shall similarly be responsible for the safe custody of the gang but their responsibility shall in no way diminish or detract from the responsibility of the Outside Gang in-charge. Prisoners working all day at a distance from the prison shall be provided with a temporary latrine in close proximity to the work and under the eye of guarding personnel.
