(1) To ensure security and to restrict any throw of any kind of prohibited articles inside the prison, its premises shall be a closed area. There shall be a single point entry to the prison premises with sentry post and proper barricading. A system of good lighting inside and around the prison shall be maintained. (2) There shall be an adequate number of guarding personnel in every prison. The permanent strength of the guarding personnel in each prison shall be determined from time to time by the Government as per the requirements of every prison. Central Armed Police Force (CAPF) at outer periphery, watch towers or any other point outside the prison wall may be deployed in the prison by the Government on the recommendation of the Director General. (3) Sufficient equipments as mentioned below shall ordinarily be installed in every prison for safety and security of prison premises, namely:– (a) surveillance equipment shall be installed in every prison at all sensitive and vulnerable points including living areas of the prisoners, except in bathrooms/toilets and living areas of female enclosure; (b) effective wireless communication system and intercoms/IP based phones for better communication at all points shall be set up in the prison premises; (c) high pitch sirens to alert staff members, public and nearby police stations about any untoward happening shall be installed at a suitable place; and (d) appropriate scanning, detecting and searching equipment shall be installed at every prison. (4) The Deputy Superintendent (Security) shall regularly check the main wall and all other buildings of the prison. If any repairs are required, the Superintendent shall immediately be informed and the required repairs shall be carried out without delay. Prison armoury. 759. (1) A special room near the main gate shall be set apart for storing the arms and ammunition. It shall be furnished with suitable steel wooden racks for keeping the rifles and pegs to hang accoutrements on. The room shall be strong with double reinforced steel doors, one opening inside the administrative block and another steel door opening outside the prison near the security beat. (2) Sufficient number of modern lethal and non-lethal weapons with suitable ammunition, bodyguard shields, helmets, battens, gas masks, gloves, leg guards, fire extinguishers, pepper spray and other body protective equipments available from time to time, shall be provided in every prison for use in emergent situations. (3) In charge armoury shall, - (a) inspect daily all arms and accouterments, and see that they are kept clean and fit for immediate use; (b) take charge of the armory, ammunition and spare accouterments keep the key of the armory in his possession, see that the ammunition is kept dry and in good order. Ten rounds of rifle (weapon) ammunition for each rifle is always kept ready for use; (c) satisfy himself that each sentry knows and understands the orders for his post; and (d) keep an account of ammunition in stock received and expended. 1378 HARYANA GOVT. (EXTRA.), DEC. 30, 2022 (PAUS. 9, 1944 SAKA) (4) The ammunition shall be securely locked up in boxes and one set of keys of outside gates of prison armoury shall be retained by the Line Officer and other set shall be retained by the in-charge armoury. One set of keys of inside gates of prison armoury shall be retained by the Deputy Superintendent (Administration) and other set shall be retained by the Deputy Superintendent (Security). (5) All arms accoutrements and such ammunition, taken out for regular use, shall be inspected by the Superintendent at every inspection parade. (6) On the 1st January of every year, a list of the arms, ammunition and accoutrements in stock with remarks as to their condition shall be submitted for the information of the Director- General.
