(1) In accordance with the provisions of the preceding rule, the Director General or any other officer appointed, shall at the inspection of each prison, ordinarily undertake such inspection drawing a detailed inspection report covering the following, namely:- (a) comments on the compliance of the observations made/ directions issued on the previous inspection note; (b) Qua Infrastructure:- (i) all prison buildings and general cleanliness; (ii) hygienic condition in prison including water and sewerage facilities; (iii) kitchen and food quality; HARYANA GOVT. (EXTRA.), DEC. 30, 2022 (PAUS. 9, 1944 SAKA) 1375 (iv) stores; (v) prison garden; (vi) prison industries; and (vii) prison hospital, medical facilities, medical staff etc. (c) Qua Prison Management:- (i) authorized prison population and actual prison population; (ii) interview facilities for prisoners including communication facilities; (iii) female prisoners and infants; (iv) record of prisoners including digital record; (v) record relating to parole, furlough, remission and pre-mature release etc.; (vi) prisoner management software; (vii) video conferencing facility; (viii) work opportunities in prison; and (ix) wages to prisoners. (d) Qua Prisoners Welfare:- (a) canteen facilities; (ii) library; (iii) recreation facilities, sports, spiritual activities; and (iv) prisoner’s panchayat. (e) Qua Prison Security:- (i) security and lighting arrangements; (ii) generator sets; (iii) alarm system; (iv) high security enclosures; (v) high risk prisoners; (vi) arms and accoutrements; (vii) arrangements for guarding both by day and night; (viii) security equipment; (ix) ability of the upper subordinates to drill the guard; and (x) functioning of the CCTV control room. (f) Qua Staff Management:- (i) vacancy position of staff; (ii) allotment of duties amongst subordinate staff; (iii) grievances of prison staff, grievances redressal meeting; (iv) residential quarters, warder hostel etc.; and (v) interviews with prison staff. (g) Qua Establishment:- (i) satisfy himself that unnecessary expenditure is not made in the matter of all purchases; (ii) accounts and registers are maintained according to the rules; (iii) proper arrangements are made for the safe custody of all records; and (iv) other administrative matters related to prisons, prisoners and staff. 1376 HARYANA GOVT.
