Before any person is, whether temporarily or permanently, appointed as staff member, he shall be required to make a declaration that he has not at any time been dismissed from the public service or convicted of any offence and punished with imprisonment: Provided that if any such person has been so dismissed or convicted and punished, he may instead of making a declaration as aforesaid, make a full disclosure of the circumstances attending such dismissal or conviction and punishment, for the information and orders of the proper authority. Prohibition against business and pecuniary transactions.
