(1) No person who, at any time has been dismissed from any office in the public service shall, without the special sanction of the State Government given upon a full statement of the facts relating to such dismissal, be deemed to be qualified for appointment as or be, at any time appointed as a staff member. (2) No person who has at any time been convicted of any offence against the criminal law and punished with imprisonment shall without the sanction of the Government be deemed to be qualified for appointment as or be at any time appointed as a staff member.
