No staff member shall, at any time enter any ward, cell or other compartment, occupied by a prisoner, from the hour such ward, cell or compartment has been locked up for the night, till sunrise the following morning, unless he is accompanied by atleast one other staff member provided such entry is necessitated by any case of emergency or other special circumstance.
