No staff member shall, save as authorized by any provision of any rule herein contained in that behalf, at any time employ any prisoner for his own private work or for his own gain or profit; nor shall any such officer at any time employ any prisoner otherwise than for the profit and advantage of the Government and in strict accordance with the provisions of the Act and the rules made thereunder relating to the employment of prisoners.
