The Superintendent may, at the request or with the consent of any prisoner, at any time handover the whole or any part of the money or any other items belonging to such prisoner, which may be in the keeping of the Superintendent, to any person (not being a prisoner) whom such prisoner may specify: Provided that the Superintendent may withhold and retain so much of the money as he may think necessary for travel expenses of the prisoner upon his release. Disposal of forbidden items found.
