(1) Quality of human resource is of paramount importance in an effective system of prison administration. The conditions of service in the prison department shall be such that they attract and retain the best-suited personnel. The effectiveness and utility of correctional institutions shall largely depend upon the level of satisfaction that prevails in the service. Better service conditions shall produce better personnel which, in turn, shall develop better institutions. (2) In all prisons of the State, personnel shall be deployed in accordance with the size of the prison, prison capacity, requirements of security, discipline, workload and distribution of functions. In principle, there shall be a minimum of one guarding personnel for every six prisoners. (3) Every prison shall have such staff strength as decided by the Government from time to time.
