Vocational training and skill development programs shall form the mainstay of the in-prison treatment of the prisoners in that the period inside the prison is meant to have twofold purposes, viz, firstly, to limit the liberty of hardened criminals so as to prevent further commission of crime by them, secondly, to ensure that all prisoners are reformed and consequently re-habilitated in the mainstream society. With this consideration in view, every prison, under the supervision of and guidance from prison headquarters, shall undertake programs for vocational training and skill development with the following objectives:- (a) inculcation of discipline and work culture among prisoners; (b) development of right attitude towards work and ensuring dignity of labour; (c) promoting, - (i) physical and mental well-being of prisoners; (ii) proper development of mind through intelligent manual labour; (iii) spirit of fellowship and a co-operative way of living; (iv) a sense of fraternity; (d) development of the capacity for sustained hardwork; (e) building habits of concentration, steadiness, regularity and correctness in work; (f) imparting and improvement of work-skills; (g) development of self-confidence and self-reliance in prisoners; (h) training and preparing the prisoners for achieving effective social re- adjustment and rehabilitation; (i) inculcating occupational self-sufficiency thereby creating a sense of economic security among prisoners; (j) keeping prisoners usefully employed in meaningful and productive work; (k) preventing idleness, indiscipline and disorder amongst inmates; (l) maintaining a good level of morale amongst them and thus promoting a sense of self- worth as well as institutional discipline among them. Vocational training projects. 540. Vocational training projects shall be designed/instituted in the following disciplines, keeping in view the rehabilitation needs, namely:- (a) small scale industries; (b) cottage and village industries; (c) essential services and maintenance work like plumbing, electrical fitting, etc.; (d) agro-based industries and allied fields; and (e) modern industries and commercial units through Public Private Partnership.
