(1) The Medical Officer shall report to the Superintendent on all matters relating to medical establishment of the prison. (2) He shall be responsible for smooth administration of prison hospital and ensure that order, cle anliness and discipline are maintained in the hospital and its enclosure. (3) He shall ensure that the pharmacy officers, nursing staff, attendants and nursing orderlies perform their duties properly, and any excess or deficiency of attendants is brought to notice of the authority concerned and to report any violation of these rules. (4) He shall keep a journal in which he shall record every visit paid to the prison, the hour at which he entered and left the prison, the areas of the prison or classes of prisoners visited, the number of the sick in hospital, the result of daily inspection and any matter which he considers necessary to be brought to the notice of the Superintendent promptly and the following shall also be recorded in his medical journal, - (a) Any shortcomings in the cleanliness, drainage, sanitation, water supply or other arrangements of the prisons which he considers likely to be injurious to the health and safety of the prisoners, together with suggestions for the remedy of such defects; (b) Any occurrence of importance connected with the medical establishment and the apparent causes of the same; and any observations, recommendations or directions regarding individual prisoners. (5) He shall accompany the Director General and other official visitors during their inspection or visit of the prison. He shall also be present at the Superintendent’s weekly inspection parade. (6) If any epidemic or unusual sickness prevails, or any serious case of illness occurs, he shall visit the prison as often as may be necessary, and record the fact and the reason thereof in his journal. (7) He shall submit returns and any other information regarding the medical establishment, at regular intervals as specified. During inspection or audit, he shall produce or cause to be produce the requisite record connected with the medical establishment of the prison. (8) He shall ensure that all medicines, instruments and the like procured on annual indents are properly utilized for the use of prisoners. (9) He shall be responsible to see that all medicines are properly arranged, labeled, and stored under lock and key, to take proper care of the instruments and appliances in his charge and to not permit any convict attendant to handle instruments or distribute medicines whose misapplication may turnout harmful. He shall from time to time examine all the medicines kept in store to ensure purity and validity, and shall regularly check the account of medicine purchased locally. (10) He shall maintain or cause to maintain a register of expired medicines for disposal. (11) He shall ensure that medical diet is properly utilized. (12) He shall organize awareness camps and sensitization programs regarding cleanliness, hygiene, drug de-addiction etc. Duties of Medical Officer. 507. (1) He shall be present in the prison hospital on working days and also on Sundays and holidays, whenever necessary. (2) He shall attend to any prisoner who complains or appears to be ill, and have them removed to the hospital or placed before the Medical Officer (in charge) for examination, as the case may require. (4) He shall attend to all staff members and their families residing in prison premises. He may depute the medical subordinate to do these duties. (5) He shall examine all candidates for employment, and the prison officers who may be sent to him by the Superintendent for the purpose, and shall certify in writing regarding their physical capacity and state of health. (6) He shall examine any medicine(s) brought by inmates for treatment of an existing ailment at their own expense and the same shall be allowed only if accompanied by a prescription from a registered medical practitioner and he shall make a record of such incoming medicine in a register maintained for such purpose. (7) He shall satisfy himself that the food for the sick in hospital is properly prepared and distributed. (8) He shall bring to the notice of the Medical Officer (in charge) any female whom he may suspect to be pregnant. (9) He shall report in writing to the Superintendent, the necessity for the removal of any prisoner from the cell or ward on account of bodily or mental infirmity. (10) He shall vaccinate newly admitted prisoners who are in the quarantine and also the infants lodged with their mothers. (11) He shall bring promptly to the notice of the Superintendent and the Medical Officer (in charge), any case of a contagious or infectious disease that may appear amongst the staff members or prisoners. (12) He, bi-annually, shall record or cause to be recorded each prisoner’s weight in his weight chart, and shall parade before the Medical Officer (in charge), all prisoners who are losing weight to any noticeable extent. (13) Every Medical Officer shall maintain a report book in which he shall record all matters of importance that he wishes to bring to the notice of the Medical Officer (in charge). Stock verification.
