(1) It shall be the duty of the Superintendent, Medical Officer, Deputy Superintendent (Administration), and all subordinate officers to pay special attention to every detail connected with the cleanliness of the prison and its surroundings and the visitors are expected to satisfy themselves that there is proper sanitation inside the prison premises. (2) The roofs and walls of wards, cells, factory, hospital and recreational areas shall be regularly cleaned. The floor, equipment, machines and tools in the factory shall be cleaned every day after work. (3) The ground shall be free from fallen leaves, weeds, and rubbish of all descriptions. It shall be ensured that the grass plants are closely cropped, their edges are trimmed, the paths kept in repair, kacha drains are dressed, and their levels shall be re-adjusted whenever necessary. Seasonal flowers shall be planted around prison lawns every season. To aid the efforts of Correctional Services at rehabilitation of the prisoners, all potential opportunities therefor shall be explored including the maintenance of prison lawns which may be turned into a healthy competitive endevour wherein respective teams from various sections of prisoners may be engaged in maintenance of lawns to be ultimately reviewed and rewarded by the senior prison officials. (4) Drains and latrines must be kept scrupulously clean and steps be taken to ensure that no sewage matter finds its way into them. Cesspools of any kind are prohibited within prison precincts. The use of sunk reservoirs for refuse water may be avoided. No rubbish or manure pits shall be allowed within or near the prison walls. All food waste shall be collected in dustbins, before washing the eating plates and cooking vessels. (5) The hospital shall receive special attention as far as hygiene and sanitation is concerned. Godowns shall be kept clean, properly arranged, well ventilated, and their contents given air exposure as often as possible. Adequate steps shall be taken at periodic intervals to get rid of rodents, lizards, cockroaches, house flies, mosquitoes, and other vermin from the stocks as well as from the wards/cells and other prison premises. (6) The prison area shall be cleaned daily and kept free from all unwanted plants, accumulation of broken bricks, manufacturing waste etc. Kitchen waste shall not be permitted to be thrown on the ground and the same shall be directly deposited in covered refuse bins provided for the purpose, nor shall garbage of any kind be allowed to accumulate in or near the prison. These bins shall be smeared with crude oil at least once a week and the surroundings sprayed with prescribed insecticides, weedicides, fungicides fortnightly. (7) The kitchen and canteen shall be sprayed daily in the fly season with a mixture of prescribed anti-fly solution at an appropriate time. (8) Regular disinfecting and fogging of prison enclosures and other premises shall be undertaken. (9) Each prison shall follow a Standard Operating Procedure (SOP) regarding sanitation and hygiene during epidemics or spread of contagious disease, containing clear guidelines on the following, namely– (a) hand hygiene and respiratory etiquettes, - (b) social distancing; (c) segregation; (d) security of inmates; (e) health monitoring; (f) minimum movement; (g) tracking and tracing of contacts; and (h) remote meetings.
