(1) Subject to the provisions of section 31 and 33 of the Act, the supply of clothing, bedding, footwear and toiletries to prisoners shall be governed by these rules. (2) A prisoner shall be permitted to maintain himself, and to purchase or receive from private sources at proper hours clothing, bedding or toiletries but subject to examination and to such guidelines or instructions issued by the Government or the Director General from time to time: Provided that no article shall be allowed to any prisoner if, - (a) it is injurious to health; or (b) it is an intoxicating drug or spirituous liquor; or (c) it is suspected to contain or conceal any prohibited item. (3) Every prisoner unable to provide himself with sufficient clothing, bedding, footwear and toiletries shall be supplied by the Superintendent as prescribed in these rules. A record of all items issued to the prisoner shall be kept in the history ticket of the prisoner. (4) No prisoner to whom any clothing, bedding, footwear or toiletries is supplied under sub-rule (3) shall receive, possess or use any article of clothing, bedding, footwear or toiletries other than an article so supplied or an article the receipt, possession or use of which the Superintendent may, at any time, sanction in respect of any such prisoner. (5) No part of clothing, bedding, footwear or toiletries belonging to a prisoner shall be given, hired or sold to any other prisoner and any prisoner transgressing the provisions of this rule shall lose the privilege of receiving the articles from private sources for such time as the Superintendent thinks proper. (6) Prisoners who are or were members of the Armed Forces of the Union or Central Armed Police Forces are not entitled to wear uniform while in prison. Any such prisoner who possesses no private clothing, except his uniform, shall be provided with the necessary clothing by the Superintendent not exceeding the scale provided for convicts. (7) No prisoner shall be allowed to wear any clothing or keep any article bearing marks or symbols of caste, religious or political affiliations. Convicts to wear prison dress.
